The TUNE button on the transceiver allows keydown CW output.
Press TUNE, and the Orion sends keydown CW at a fixed value
(approximately 20 watts- usually used for antenna tuners, but can
also be used for initial amplifier tune up).

To have keydown CW output at whatever power level the Orion
is set for, press TUNE, and while the radio is transmitting, press
the PWR button.  This will bump up output power to whatever
value has been set - and it then can be adjusted with the MULTI
knob at the same time.

Or, as was pointed out, you can use PTT while in CW mode to
key the radio at whatever set power output level you have.
