I seem to remember a top hat diameter is approximately equal to the same
amount of wire added as an inverted-L configuration. For example:
a vertical 10 meters tall with a 5 meter diameter top hat is about
equal to an inverted-L antenna 10 meters tall with the horizontal top
loading wire about 5 meters long.
I do not remember the magazine article you are referring to in your message.
