To cut to the chase very quickly, I think it is fair to say that MOST
of us are worrying MOST about what will likely happen if WE PERSONALLY
make a sincere attempt to honor our new 160M bandplan by NOT
transmitting below 1843kHz EVER during the contest (eg: you yourself
follow the spirit of the bandplan) but THEN you hear others NOT doing
so........eg: they are CQ'ing or calling MULTS below 1843.....

While Jeff's ideas are really good, in the real world not everyone is
going to follow them. There are probably going to be EU stations
CQing and working other EU (and some USA stations who hear them)
between
1820 - 1843. It's still OK to answer these guys down there but you
run the risk of some guy operating CW complaining you trashed his QSO
that you might have to deal with later. The odds are that if you keep
your cool and don't start arguing with someone about the frequency you
are not going to run into any problems with Riley. Remember this is
just a band plan...The FCC regulations don't say you can't transmit SSB
below 1843. Like Jeff said if you are in EU and have USA stations
starting to call you, listen split above 1843. Also, a great idea by
Jeff to suggest to M/M owners suggest to their 160 meter ops to limit
their CQing above 1843....
