Dave:
I've advised others on the TowerTalk reflector to drill quarter-inch or
half-inch diameter holes on the underside of plastic conduit at the low
spots so water will drain from within. To prevent ingress of insects,
rodents, etc., I further advised the installation of landscape cloth (which
permits the flow of water in only one direction through the fabric) around
the conduit at the holes and tie it in place with wire.
To collect and divert the drained water from within the conduit, I also
suggested digging a small sump pit underneath the drilled holes and filling
the pit with gravel or crushed stone. In that way the drained water will be
absorbed by the space between the rocks/gravel until it can percolate
through the soil.
I've used these techniques on my own tower conduit in the back garden.
I've not had problems with water freezing and harming the coax within the
conduit.
