No, you haven't paid for the same engineering several times. The tower
company has engineered the tower, but only the tower. The tower company has
no way whatever to predict the environment that the tower is to be planted.
It takes local knowledge to know the local laws and the engineering
parameters of the soil, bedrock, etc.
