Non-contaminating means that the plasticizers in the jacket won't migrate through the braid and into the dielectric and degrade performance (increase loss). Direct burial means that it has a special jacket that has no pin holes or has a filler type sealant that eliminates any leakage of water into the cable and keeps it from migrating through the braid, thereby increasing losses.
