The tension on the live side in constant all the way down to the thimble
where it is transferred into the next segment (the eye of a turnbuckle
for instance). While the dead-end of the guy cable nearest the thimble
will have the most tension on it compared to the rest of the dead-end,
it should still be much less than the tension on the live end. This is
because the live side of the wire "bites" into the thimble. The static
friction
created by the guy tension pulling the surface of the wire against  the
surface of the thimble will reduce the tension on the dead-end coming
out of the thimble significantly. If you replaced the thimble with a low
friction pulley, then the tension of the dead-end nearest the turn around
would be very close to the tension on the live-end (I don't recommend
this).
