Just tried a buch of searches and did not find the
Dutton Lainson B2503 brake winch.
Is it fair to say that this is an equal or better replacement?

I'd prefer something that could also be run from a
1/2 drill or the like but simple and reliable, if
only manual, is better than something more prone
to mechanical failure.
If possible it would be good to be able to detach
and dry-store the winch, when not in use, to prevent
problems from exposure to wind, rain, blowing sand,
critters, etc.
