        Yes, yes and yes  to all the potential problems. Phillystran under 
tension is easily cut  by a razor knife and a lighter can ignite the PVC jacket 
- both really bad  ideas.
 
        The other reason to use EHS  to the anchor is so that you can use a 
Loos tension gauge to put the  proper tension on the guy. The Loos won't work 
on the oversize Phillystran  jacket.
