Hi Mike,
  You are right in a general sense. 
  But if you do check at the base and are able to vary the vertical length and 
the radial length, you will find that there is a correlation between the radial 
system length and number of radials to the vertical length that will move the 
resonate and antenna impedance. Its the only way I know of getting a "quality 
factor" on the radial system. The closer to free space impedance at your chosen 
frequency, the better your radials are doing their job of decoupling the lossy 
ground. If you could raise the radials only a few feet you would get quite 
different element to radial ratios.
  Besides its a lot of fun to see what the various layouts and lengths are 
doing for you, so you can make a informed decision as to how soon to quit 
messing and start operating.:-)
