The interaction between verticals and nearby receive antennas
is well known, and not limited to those with elevated radials.
In fact, any RX antenna within a few wavelengths of a TX antenna
will have its pattern affected. On 160, most of us don't have
enough separation, and should be actively detuning the TX antenna when
receiving.
Might it be true that the fields from elevated radials would more
closely couple to a nearby receive antenna? I would think so, yes,
as they're not swamped out by the adjacent ground. Although that
will depend a lot on earth conductivity. Terra Firma, although opaque
at 3 terahertz, may well be transparent to a significant depth at
1.8MHz. So your "on-ground" radial system may effectively be 20' above
real earth at its operating frequency.
