[TowerTalk] City moving tower 50 ft nn7j

I was in the county, installed 100 ft tower 25 years ago no permits needed at 
that time. Need to move tower 50 ft. Now  we been annexed into the city of 
Oregon City, OR. Can I move the tower without a permit?  City code won't allow  
100 ft now.
