Hi

I looked at the arrl antenna handbook 1997 version and found the tapper 
schedual.
(HF Yagis Arrays pages 11-9 till11-22)
But was wondering what kind of matching they will use.
There is no word of matching in the article

Can an "open" dipole placed in this setup?
