Concrete used for beams and columns and other standalone structures
in a building or bridge need time to develop in order to perform the 
intended
assignment. I am assuming in all discussed cases the concrete has iron in
it (rebars)

For the most part the 21 yards of concrete under my tower provides
dead weight, aided by the soil around it to keep the tower straight.
(Think overturn moment) or anchoring a guy wire.

In any event, the longer you can wait, the better off the ability to do 
the job.
I waited the proscribed month, with an assembled tower and antenna. That
was the toughest part of the project ... the seemingly endless wait!
