Only if you are close to an airport (usually 5 miles for smaller 
airports, but can be significantly farther for large airports), or it's 
a tall tower.  There are just too many "it all depends" so each location 
is almost a unique installation.

I'm on the centerline for a GPS approach just inside the FAF, but I 
could easily go to 180 feet for *MY* ham installation. Zoning here does 
not permit a commercial antennas on an amateur tower with the exception 
of farmers and their own towers.

IOW on TT this is pretty much a lost cause as it's going to, or should 
result in legal council for each individual installation. Just think of 
it as renting a tall skinny building to a business but with even more 
restrictions that would be involved with a building.
