Good idea, Bill. WC1M pointed me to some on eBay, but I suspect shipping
will be the rub.
My requirement is for a limited time period (a year or so) and I can deal
with deterioration over that time. I think I'm going to look for some
yellow "Pool Noodles" at the local Wal-Mart, perhaps supplemented with
something that flutters in the wind like the pink poly tape that they use
for property marker eye-catchers. A temporary fence section, perhaps
augmented with a large "STOP" sign or reflective marker is the next logical
step, something that they would have to physically drive over before getting
to the guy. That may be a very good investment for one particular guy
point.

When I put my tower up I had seen some bright yellow "tubes' that the power
company uses for making their guys wires more visibility. I called the
power company and asked if I could buy them but they wouldn't do it ...but
did refer me to the company in San Antonio that made them. I called and they
said that I could buy them but the shipping was kinda high. Fortunately the
rep from the company was a ham and was driving down this way and he brought
them to my house. They are about an 1" in diameter and about 7-8 feet in
length. They just snap on the guy wire. They have saved my old bald head a
number of times while mowing the lawn. They work real nice. You might try
calling your power company.

I cut up short lengths of that cheap yellow rope that you get from Lowes and
tied 4 pieces to the lower guy at regular intervals. I think that mule tape
sprayed orange would work well too as it tends to flutter in the wind more.
