Which tower is if for? I'm looking for details on an on TM-240.
Rust wise I feel a lot would depend on if your inspecting it or not. Most
inspectors will allow some rust but not bad rust. Light sand paper, grinder,
sandblast it off, treat with cold plating. And or just send it and burry it.
A few spot here and there clean it up protect it and send it. I agree
really rusted shouldn't be installed but replaced but I don't think perfect is
ever going to happen in real world.

It has some rust, not much. What surface preparation should I do before
