Ignore that and focus on the original NR1DX post.  Most of it squares
with the physics of monopoles and their relation to earth and is easy
to understand.  Unless the only room you have for a ground
system/counterpoise is a narrow strip of land that measures 60' x 2'
then I'd avoid the folded counterpoise.  And under those circumstances
I'd try two 30 foot elevated radials @ 15 to 20 feet.  If you have 25'
x 25' blanket that with radials on or below ground, 100 for example.
I guarantee you'll do better on transmit.
