[VHFcontesting] Rover rules discussion

I'd appreciate it if all those who wish to continue to discuss rover 
rules, would include the word "rover" in the subject of their post.

That way they can continue to discuss the subject while those of us who 
aren't interested can set up a simple filter rule to discard the post.
