You can create a file by starting writelog and selecting the ARRL DX contest
(outside W/VE) and the generating the cabrillo file.
The only difference between a US and DX station is that you list your
section as DX and the last column of the QSO is the state not the power.
Here is an example:

I am trying to help a friend from Bulgaria submit his log to the ARRL

He does any contest software to create the Cabrillo file so I am trying to
help him do it the slow way.
I do not know if there is a difference in the heading info for the DX
station
vs usa.
Can a DX contester send me the first 15 lines of their Cabrillo file so I
can
compare it with what I see with my writelog generated Cabrillo file to see
the differences.
