[WriteLog] 4U60UN

4U60UN did not score in CQWW for me.  I changed country.dat, wl_cty.dat,
cty.dat one at a time and then ran convert cty to writelog after each change
and still does not score.  What is the procedure for adding a new country?
I checked my entries in the dat files and they seem correct.
