[WriteLog] Local spots issues

I'm also seeing issues with moving local spots.  Three WIN2000 machines here
wok fine.  Any of them can log to a telnet port and the others to it and all
is well.  There is an XP OS machine here too however, and it will not pull
local spots from any of the other machines..
