[WriteLog] Russian DX Contest Scoring Error

I am using WriteLog Version 11.19D for the Russian DX Contest.  It is
scoring QSOs with European Russian Station as 5 points; these QSOs should be
worth 10 points.  QSOs with UA2 and Asiatic Russia are correctly scored as
10 pointers.

I checked the "Parameter Setup" and "Outside Russia" is selected.

Anyone else having this problem?
