The noise problem was generated by another radio in the shack and the covers were loose or removed so shielding was not good. I still have the tic marks. Any ideas? Thanks.

The OMNI VI is a piece of cake and you don't have to open the case. In the software menu you can actually adjust the Oscillator frequency from the front panel. Its in the manual. I have done it years

Do any of the controls or S-meter or display work/change when its "locked up"? I'd try a Reset before doing anything else. As was said earlier, connectors could be a problem.
