A PSK31 signal is a two tone signal. That likely accounts for what you are seeing on the 'scope. That also accounts for the lower average power output reading compared to a CW output. Somebody check

Good point about the PSK idle. I knew that and failed to mention it. When in PSK idle, it is indeed a two tone signal and shows about 50% of PEP on many power meters. When sending data, I'm not sure
