Probably an insulator arcing... though it could be anything electrical that got some water in it. track it quick because it may go away as soon as it dries out, then will be back next time it rains.

Sounds like you have some rewiring to get done to get stuff right. But that said, that is not the fix to the rfi. I also have a rinnai water heater, it took 2 chokes to fix it's noise problem, though

Since your room is not shielded and the power not filtered you should measure a real incandescent bulb at the same distance. It is possible you are just measuring conducted noise from other equipment
