It takes a crystal oscillator in the mixing scheme to get from a 9 MHz IF and a 5 MHz VFO to 40 meters. That's not working, could be the crystal mixer or oscillator bandswitch or the crystal. 73, Jer

1715A manual dates from 1980 four years after the watershed 1740. It should be good. The manual is on agilent.com I've not used one, guessing it was meant to compete with my Tek 475 with 200 MHz band
