Kenwood part number: F05-1533-05 They are 15 amps. Some say they are slow blow. If you have step start, I would not recommend slow blow. Here is a link for European fuse types and their measurements.

Perhaps there is no load on the PA for 1 ms when the bias is switched on? What type of relay are you using for RF output? Try bypassing the relay (constant load on the PA output) then see what happen
