Without digging into it deeper, unplug the pa from the driver board and see if the 2 watts you're seeing is the driver and not the PA. You need to reroute the driver to the filter board or terminate

Scott, Rick's going down the right road. I too suspect the PA is kaput but I've been fooled before. I recall I was working on a trition 4 and had very low RF output. Everything seemed to be just fine

yup! In fact, I'd drop back a few more stages just to be sure. Look at the TX mixer 80453 and ensure you have enough VFO input from the VFO amp and enough LO input. Make sure you have the "T" voltage
