but got ZERO answers on 15M SSB in either phone band segment

I sent 599 ### LIM ALA to the European Field Day stations
IMHO, DX QSO's should continue to be allowed but not counted as multipliers.
It might even be best to NOT count Counties in the multiplier for In-State
entrants.
Separate isolated Band segments for Fixed and Mobile stations needs to be
discontinued. One continuous or two adjacent segments is Much Better!
