Along with the other ideas mentioned you can try reducing the current
thru the Icom relay contacts. Experiment with a low value pot ( ~ 500
Ohms) in series with the ground side of the L4 relay until the relay
closes reliably.
I have used that method for over 10 years with various Heathkit amps that
switch 125VDC to ground thru the transceiver reed relay. About 200 Ohms
works well.
I would recommend against any CMOS or other SS add-ons in the Heath amps
due to the chassis layouts and lots of stray RF. The Drake amp may be
better suited.
