No.  RF output is directly related to emission, not dissipation.  It is a 
virtual certainty that the 3-600z uses the same filament/cathode as the 
3-500z which uses the same filament/cathode as the 3-400Z.  The output 
capability of all three is identical for SSB service.

My guess is yes.  Otherwise the ZSAC will be too low for linear SSB 
operation.  One way of correcting this deficiency is to increase the 
anode supply voltage--which is Not an easy job.  .  An easier solution is 
to use the original tubes. 
 If you want more RF output, Svetlana makes some nice tetrodes with 
handles that are MUCH cheaper on a dollars/kilowatt basis than 3-600Zs.
