The only person who has made the connection between "Rule" and "Q of 12" 
is Mr. Rauch.  Eimac recommends a Q of 10 to 15.  A Q of12 is in the 
semi-middle.  

IMO, the issue is not harmonic suppression.  
-  The lower the Q, the lower the matching range of a tank.  

A specious comparison may serve to fool some of the people some of the 
time.
