[AMPS] Amp Advice

I am re-building an old Gonset 811a Amp that was given to me. It 
basically has been stripped and redone. I am to the meter circuit and
am stuck. The meter is a 500ua 190 ohm internal resistance and 800ma
full scale reading. I planned on returning the -hv back to the fil ct
and using the meter as a voltmeter rather than an ammeter to be able
to use standard resistor values and read grid and plate values. Do I 
"float" the b- by the value of resistance needed to obtain full scale
plate current ?? If so how do I measure the grid ?? as the grid is
biased
via 4- 47 ohm resistors to ground (ala 30L1). In my mind I am confused 
as to whether the line will be at 1 volt or will it be higher. I am
planning on "floating" th b- 1 volt above ground. Hope all this is
not too confusing. Does anyone know the correct way to do this?? or
do I just bite the bullet and wind some meter shunts for an ammeter.
