Hi Vic,
There are a couple of things I would try.  First, check your power
output using a different power meter to be sure you are not getting
bad readings on 15 and 10 meters.   If power really is low, check
the plate blocking cap.  I learned years ago as a Heath service
tech that a cap can work fine at low freqs and be "open" at higher
freqs.  Put a second cap in parallel with the original one and
check RF out on the high bands. If its higher then a bad blocking cap
is a good bet. ( a few hundred pf with a voltage rating of 5 kv
is sufficient for the parallel test capacitor).
