Check the RF current flowing at the 100watt level. I suspect that the molded
inductors can't handle that much current. Similarly, the toroids need some
calculations doing to make sure they won't saturate - or anywhere near.

You need to do a bit of analysis on the voltages and currents to decide
which is the better network. If you want the advantages (?) of a low pass
network in the input, then the pi has less inductors. Depending on the
exciter, a pi may be better or worse than a T for IMD and stability - some
solid state PA's like a Hi impedance load out of band, some a low.
