Al, KE3OK, asks:
is there a formula or standard ratio of input
to output?  

For a linear, an efficiency ( dc in to RF output) of about 50% (give or
take) is reasonable when it's linear. For Class C,  probably about 60 to
70%. Bear in mind the way errors in measurement add up, as that has an
effect. If your PA plate voltage and current metering are only 5%, and your
RF power metering accuracy is unlikely to be much better, the possible
errors start adding up enormously.
