You've hit upon one of the major problems with
ALC. Another is the time constant of the
circuitry.
It takes a couple of milliseconds for the ALC to
reduce the drive level and during that time the
amp is being overdriven and producing splatter
(assuming, of course, that excess drive is
available).
A much better proceedure is to simply reduce the
drive to the proper level. This can be easily done
by
backing off the mike gain in tranceivers that
don't have a power output control. In short, with
most
amps, ALC is useless and only gives the user a
false sense of security.
