This is  plain-vanilla  physics of electricity.

Big projects that do not take little things into account tend to have 
problems.  Some designer guy does not realize that, due to the proximity 
of high current wiring, one should put MOVs on the wires to the fuel 
level sensors in the 747's main fuel tank, a current transient induced 
spark at a sensor ignites the hydrocarbon vapours therein, and a couple 
of hundred die.
