[AMPS] Fault B+ resistor fault protection

reading eimacs Fault Protection it suggest this resistor for tube of
1500 watts or less, and a more complicated system for larger thoriated
tungsten tubes,
is using B+ current limiting resistors in 9k 3amps power supplies
still appropriate, this would require very large wattage resistors to
meet eimacs 50 joule and less energy dissapation, i have tried the #30
wire short test with resistors, it always leads to destruction of the
wire! 9kv at 3amps is a huge energy load to disipate. Any opinions
would be appreciated.

Sorry for all these simple questions, i am not a broadcast engineer,
but trying to learn as much as i can.
