Remove the tubes and look to see if the high voltage comes up.  If the 
high voltage comes up with the tubes removed, I would suspect that a tube 
is conducting when cutoff bias is applied, and/or a fuse is open, or a HV 
glitch resistor is open.  One possibility is that a ceramic-metal seal is 
bad and air leaked in, causing a 3cx800 to conduct on standby.  Another 
possibility is that one or both tubes have gold-sputtering leakage.  A 
high-pot. tester would provide the answer in a short order.
