No. the max. rating is 0.4A for each tube. The big problem is that the
SB-220 filament transformer is designed to deliver the needed 5v with
240V electric mains. So, with 200V, electric mains, the filament
receives only c. 4.16V. The minimum allowable filament potential is 4.75V

Could be due to not enough emission due to low filament voltage.
