During my years as a R&D engineer for the military, we used a Russian
language test phrase: "Mi ne videly takowo newoda" (sorry for poor phonetic
spelling), which translates "We didn't see such fishing net". It was
presumably chosen for its syllabic content and was used to test speech
compressors and transmitters.

One humorous twist was that later on we were required to use a Romanian
TRANSLATION of the same phrase, which had of course a totally different
syllabic content (Romanian language is a Latin language). As if the content
would have mattered ...

I believe that a standard test phrase at AT&T was

'Jack took father's shoe bench out'

chosen because of the sibilant powers as well as the explosive 'J' in Jack.
