That is only true with some of the very early production 811A/572B
Chinese types and also some National brand Russian 811A's ;  they mounted
the bulb into the base in any haphazard fashion.
All US made 811's and 572B's were mfg for horizontal use with the
filaments lining up with the pins. All recent worldwide production has
the correct alignment.
