I think that a major part of the problem is that it's all very well using
test gear on the bench, but that doesn't necessarily represent the real
world. So after you've set parameters, built it to spec and measured it, you
then need to evaluate it under real conditions. It you only understand the
engineering, you won't appreciate the operating needs, and what the
technical shortcomings produce in effects for the operator. If you are an
operator without reasonable technical knowledge, you won't appreciate what
causes the effects you see, and you'll likely jump to the wrong conclusions.
And those who can do good radio design in addition to operating well are few
and far between.

Additionally, letting marketing departments loose can cause chaos unless
they have an unusual appreciation of technical matters.
