Jonathan,
When SWR readings change from low power to high power it means one
thing.   Your wattmeter/SWR meter has bad diodes in it. 

 Borrow another meter and recheck everything. You will get the same SWR
readings regardless of power output.

Your 40 meter readings indicate an open feedline.
