Teflon- does NOT have any chlorine (Cl) in it, and cannot give Phosgene
when it breaks down. The halogen element on Teflon (PTFE) is fluorine, and,
in elemental form, makes Phosgene look like candy.

The breakdown temp of PTFE is in the order of 440 C. which is pretty hot.
