[AMPS] Which one?

A friend of mine has a choice between a used Alpha 89 (manual tune with two
3cx800 triodes) and a new Alpha 99 (manual tune with two Sventlana
tetrodes).  Both are about the same price.  The used Alpha was built in 1994
and has had little use.  What is your advice as to which one to buy?
