Jeff,
    Poly-Chlorinated-Byphenols have been out of circulation for about 20 =
or so years. Any chlorinated solvent tends to lend itself to being =
harmful. However, one of the members in our radio club, worked where =
they assembles large sub-station type transformers for industrial use. =
He said that they used to go "up to their armpits" with the PCB's. He =
doesn't know of any of his fellow workers that have had any =
complications due to exposure. Where the real problem exists is when its =
been "cooked" and the actual composition of the material has changed. =
What suprises me is that I haven't seen any of the newer dielectric =
substitutes being used in large HV caps today. Where I work, we have an =
ozone generator that uses a high grade type of silicone oil as the =
insulating dielectric we creating ozone for disinfecting. Maybe there =
are but its mostly confined to industrial application.
    Thats my nickel's worth of information.

but thought a timely warning might be in order.
  The cooling oil that used to be used in amps , transformers etc was =
found to be carcinogenic (Cancer forming) and not nice either to handle =
or to have around the home.
  If I remember correctly it is harmful both by contact and by =
inhalation of the fumes.
  It has been banned in the UK for about fifteen years or so but every =
so often a batch of older units comes to life still bathing in the =
stuff.
  There was an article about the problem in Radcom (UK Journal of the =
RSGB) a few years ago and I will try to unearth the details if anyone is =
interested.
