Miller and Stephenson used to make a spray solvent called TP-35 that 
dissolved tar from tobacco smoke.  As I recall, it was a blend of 
isopropanol and freon TF.  

I bought a SB-221 from an estate sale that was loaded with cigarette 
ashes.  RIP.
